From what I’ve read here’s how to build a good one.

Up to lvl 30(is)

Stats you’re looking for around 126 str, 32dex, 4hp,2spr

From lvl 30 to 66

Stats you’re looking for 146 str, 59 dex, 145, 2spr

Skills

Max your masteries (stand procedure)

Double hit – lvl 1

Speed up – lvl 5

Power up – lvl 5

Hard blow – (I like this) lvl 10 when you respect at your desired lvl (over 63+) set to lvl 1

Triple Ravage – lvl 10

Bulls cry – Lvl 1 at least (I’m lvling to 5)

Shock wave – lvl 5

Mad Bloody – lvl 10

Spirit shout – lvl 10

Chain burst – most say lvl 1 max but if you don’t put more than 1 skill point in it then it's a waste – lvl 5 when respect lvl 1, good low lvl straight line aoe

Def up – lvl 5

Burn/frez/light – just chose one here as they cancel each other out! Lvl 5 light for me 

Earthquake – lvl 10 great aoe

Tornado – lvl 10 great aoe (use earthquake then tornado your kill everything)

Mag res – lvl 5

Pys res – lvl 5

Violent gale – everywhere say this is bugged sooooo… lvl 1

Outrage lvl 10

Res lvl 5

Dead spark is only good for pvp and bosses - optional

oh I've put the max points where you want to have them once your at a high enough lvl.

respect around the 60/70 marker.

the above will be my build as with all my builds PVE is for me..... you might not be the best PVPer but you wont be a walk over either!
